It all started with Club Penguin Rewritten posting the following on their Twitter account:

In case you experience problems viewing the tweet, it is a video from Spongebob Squarepants' "Krusty Krab Training Video" with the scene of the Krabby Patty slowly approaching fowards, with the narrator making fanfare music in the background. Only this time, the Krabby Patty is replaced with Club Penguin Rewritten's logo.
About a minute later, they then posted the following tweet:
Twitter has erupted like lava from a volcano. All Club Penguin related Discords, army's, private servers and all are erupting at the live scenes. And yes, our accounts are saved!
As much as people are excited for its release, along with the definite release of its sister private server Pengur, many are still confused. Many ask and question themselves if, the database was ever deleted as Rewritten had stated. And if it was deleted, there would be no accounts. The staff have confirmed that there was a backup of this information. Well, it has been a rather long month. It has been tedious and painful. Many moved to Club Penguin Island (which I recommend you still play!) and others moved to other private servers. Drama has sprung up like a leak, died down, then revived again, and others didn't play any Club Penguin related games at all. But here is some food for thought: isn't it coincidental that it has been exactly a month since CPR shut down? This is a developing story. More information will be added as it comes.
